As explained by the Committee on Education and the Workforce:
Low-income parents and students across America have new hope and new education choices as a result of the No Child Left Behind Act, which provides extra help to both struggling schools and the students attending those schools. Children in schools consistently identified as needing improvement may qualify for free private tutoring and/or the right to attend a better, safer public school or charter school.
